本參考名冊依據2014年美國教育部(U.S. Department of Education)官方資料。並參考2014年美國六大區域評鑑機構(New England Association of Schools and Colleges, Commission on Institutions of Higher Education、Middle States Commission on Higher Education、North Central Association of Colleges and Schools, The Higher Learning Commission、Northwest Commission on Colleges and Universities、Western Association of Schools and Colleges、Southern Association of Colleges and Schools)認可大學名單，篩選標準為兩年制以上、非為遠距教學之公、私立學校。本參考名冊也排除只被DEAC (Distance Education Accrediting Commission)認可之大學(http://www.deac.org/)。

每年H-1B常规配额（Cap）为8.5万，其中包括2万个特别留给在美国获得硕士或以上学位的申请人， 其余6.5万普通名额提供给美国本科学位及以上的申请人（6.5万名额中有6,800个名额专为智利和新加坡公民保留）。

 1 什么情况下需要抽签？

并不是每年的H-1B都需要抽签。遥想10年前，8.5万H-1B名额绰绰有余， 根本不需要抽签, 甚至还有富余。 近几年来， 申请人数暴增，H-1B名额供不应求， 于是开展抽签程序决定名额花落谁家。

美国每年4月1日开始接受H-1B申请， 如果接受申请的五个工作日内接受申请数量超过H-1B名额， 则开启抽签程序。例如：2014年， 4月1日-4月7日（接受申请的5个工作日）， 美国移民局接收到17.25万份H-1B申请， 远远超过去年8.5万的H-1B名额，于是开启了H-1B抽签程序。

美国财政年的算法是前一日历年10月1日开始至本日历年的9月30日（例如：2015年财政年为2014年10月1日至2015年9月30日， 2016财政年为2015年10月1日到2016年9月30日）。

凡是H-1B申请者的雇佣工作起始日落在2015年10月1日到2016年9月30日之间的， 申请受到2016年度名额限制。移民局允许H-1B最早申请时间为财政年开始前6个月，所以2016年财政年H-1B开始申请时间为：2016年的4月1日。

如下四类H1B申请不受名额限制，不需要抽签

1. 大学和高等教育机构提交的H-1B申请

2. 大学或高等教育机构密切关联的机构(或附属机构)提交的H-1B申请

3. 政府和非营利性研究型机构提交的H-1B

4. 以前曾占过H-1B名额，现在要转换雇主

抽签程序

硕士及以上学位（advanced degree）申请人开始抽，名额2万。 没有抽中高等学位申请人放入本科学位申请人中一起抽， 名额6.5万（还将除去6,800个专为智利和新加坡公民保留的名额）。一旦被抽中， 移民局将提取提交的申请费， 发出受理收据。

所以，一个可以快速判断是否被抽中的办法是查看自己提交的支票是否被提取。 抽签结束后， 没有抽中的申请费会被退回，移民局进入案件审查阶段， 抽中了但审查没过的申请费不退。

　　课程实习训练(Curricular Practical Training，CPT)

　　1.课程实习训练是指与正式课业密不可分的建教合作课程(work/ study program)、见习(internship)、或实习课。课程实习通常需在入学一年后才能提出申请，但研究所学生如因课业需要，必需立即参与实习，则不在此限。

　　2.外国学生申请课程实习训练，也一律利用SEVIS系统作业，经学校DSO核可后，把含有业已核准字样及核准日期的I-20印出，签字后交给学生，由学生交给雇主，才可开始工作。

　OPT

　　选择性实习训练(Optional Practical Training，OPT)

　　选择性实习训练(OPT的)提供了就业“直接关系到学生的主要研究领域”。学生在每个学习阶段结束后，都可以申请一次，例如大学毕业可以申请12个月的实习，硕士学位结业后又可以申请12个月的实习。由美国公民和移民服务局(USCIS)允许工作时间最多一年的学生签证，而无需获得工作的H - 1B对得到一个实用的培训，以补充他们的研究领域签证。

　　这是对F - 1学生有机会获得工作经验，以补充他们的学术方案。所有的F - 1学生可享有更高程度的每一个实用的可选今年他们接受培训。 F - 1学生允许一对12月的总的实际培训，在被证明的对朝目标的程度，可与课外实习(CPT)和被占领土分发工作是有益的顾问。 M - 1的学生也有权其中一个学习培训，每4-6个月的最大长度。

　　在2008年4月4日，美国国土安全部(DHS)公布的中期最终法规延长OPT的12至29个月期间合格的F - 1非移民学生。延长将提供给谁是在E -验证计划招收企业中就业的学生。电子验证是一个免费的基于互联网的与社会保障局是决定一个新员工的资格，移民局的工作伙伴关系的运作体系。STEM 清单专业的学生完成学位可17个月的延长(29个月内总计)。STEM 指在科学，技术，工程或数学这四个专业。学位以下之一：

It is with great pleasure we share with you that on August 18, 2014, the University of North America received formal notification of the award of institutional accreditation from the Accrediting Council for Independent Colleges and Schools (ACICS). This award includes our Master’s Programs: MBA, MSCS, MSIT, and our distance education.

Founded in 1912, ACICS is the largest national accrediting organization of degree granting institutions. It is one of only two national accreditors recognized by both the U.S. Department of Education and the Council for Higher Education Accreditation.

We are grateful to our committees, staff and faculty for their participation and hard work that helped us toward achieving this important goal. We are also indebted to the friends of UoNA who provided us with their support. Additionally, we owe sincere thanks to our students for their tireless academic dedication and for making their individual choice to attend our University.
